I agree there are many issues being marked as duplicates of this one, and they
aren't quite exactly the same problem. This issue really needs to be resolved
for the next release instead of putting it off for so long (over 2 years). 

There doesn't need to be a new "table model" just implement tables as per the
open document spec. I have posted about this at

The problem: If you merge a row OOo doesn't use the the
@table:number-rows-spanned on the cell as specified in the Open Document spec
instead it changes the table to contain nested tables. If you only merge columns
then it uses the @table:number-columns-spanned as per the spec. Because of this
the HTML is actually technically correct as the xml of the OOo doc contains
nested tables. However, the borders in the HTML will never line up as they do in
the document which is the problem.
