There definitely is a problem with the font. Just open it in with the "Character
Map" application to see the problem. You'll find this application in
Start->Accessories->SystemTools.

That it "worked" in 1.1.4 has a different reason: OOo/SO tries very hard to
display text correctly even if there are some problems. In the case of 1.1.4 the
"glyph fallback" feature was triggered, which means, that the bullet one can see
was not from the problematic font, but from another font, e.g. Andale. This
heuristic changed from 1.1.x to 1.9.x: OOo now trusts the font more than the
system services.

Anyway: in this case the glph fallback feature should have never been triggered.
Neither in 1.1.x nor in 1.9.x. Im not sure yet why the font causes problems for
all applications though...
