Note that writing a cell content with an Umlaut to a dBase character field with
length 1 in an UTF-8 encoding now pops up an error message. Automatic field
width determination now takes the target encoding into account, so the field
width for an Umlaut is 2 in UTF-8.
Note also that UTF-7 currently is broken, see issue 73423.
