IE has builtin mechanism to detect a content type if the content type isn't
properly provided by the web server. Unless the content type isn't provided by
the web server IE will detect .oxt files as zip files and automaticly changes
the file extension when downloading a file.
There might be a chance to override this behaviour by a seperate service.
The web server that hosts .oxt files has to provide the correct content types.
