My initial euphoria that the problem had been resolved was misplaced. Yes, setting sql.enforce_strict_size to FALSE enables me to save that file, but of course only that file, and if I try to create a table by copying a dbase table all the field types become VARCHAR. Also once saved it is not possible to edit the database table, a problem that I noticed in earlier versions of Base but only with tables created from set templates and not from tables set up in design view.
