Last night I tested this case: OO internet settings on None, pulled out the
UTP-cable to force having no internet access. There were no ports being 
occupied. 

The summary of this issue should be changed from 'Automatic update enabled with
no internet causes hanging ports' to 'Automatic update enabled with falty proxy
settings causes hanging ports'.

So the problem is very narrow and it seems it is hard to reproduce :) I shall
try this at home with this case: using made up proxy settings for Internet
Settings and check if the ports will be occupied or not.
