2007 -------
I've been beating my head against this particular wall for a year at least. Then
I discovered http://www.portableapps.com/ You can download a version of OOo that
lets you install to a USB chip without needing administrative privileges. Of
course, you can install it to your hard disk just as well as to a USB chip. 
This will get you around the problem, but it's hardly an elegant solution.
