This is working correctly. The formula "=-A1^2+200*A1" is equal to "-1^2+200*1".
A negative number times a negative number is positive, resulting in "1". You may
be intending the result to reflect the following, "=-(A1^2)+200*A1" which does
result in 199.

This is acting exactly as MS Excel does with this formula.
