'touch bla' works fine if there is a file named 'bla', but fails with "(Sys) The system cannot find the file specified." if not. Unfortunately creating (empty) files, mostly flag files, is the most common use case for touch in a OOo build. solenv/inc/unitools.mk should set TOUCH depending on the used shell.
