When logged in as root on a Unix system you can use unopkg with the --shared
parameter to install extensions into the shared layer. Without this parameter
the extensions are copied and registered for the current user only which is root
in this case.

The Extension Manager GUI does not reflect this. When root starts the Extension
Manager GUI he cannot install the extension to the shared layer. But this is
usually what he wants to do.

Proposal:
When the Extension Manager GUI is executed as root we should offer two
radiobuttons to select one the two installation targets: root's home or the
office installation. For normal users we should either not display these options
or disable them.
