On Windows XP,
Using OOo Version 2.1,

The issues could be exactly reproduced on a table with 1 column and 3 rows as
mentioned above and tables with different number of columns and rows.  However,
different measurement units did not seem to have effect on this.  In all
measurement units, the same behaviour was observed.

Just to add that measurement units can be changed from the top left corner of
the page (where text is being typed).  It is a small square on the left hand
side of the ruler on top of the page.

Modifying the length of the rows, results in different and inconsistent 
outcomes.  

Grabbing the bottom of the topmost cell and dragging it down to increase the
height of the topmost cell sometimes does not change anything.  Other times, as
mentioned above, the length of the second row will change instead of the first
row.  

Grabbing the bottom of the last row and dragging it down to increase the height
of the bottom row will also change the height of the middle row, instead of the
last (third) row.  
However, once the middle row has been increased to a certain height (for
instance about 3 cm or so) dragging the bottom of the topmost cell will indeed
change the height of the first row, which is the desired outcome.

Throughout these testings, dragging the bottom of the last row never changes the
height of the last (third) row.  It always changes the height of the second 
row.  

The work-around all of these issues is using the handles in the ruler on the
left side of the page.  This always results in the desired outcome.
