Given that the decision has been made to handle PDF as an 'export' nor a 'save' - for understandable reasons - it seems confused to throw up a file-save type dialogue at the user. I've been doing this for years, and it confused me. A naieve user may be wholly baffled by it. Whatever logical condition this dialogue is addressing is not obvious. At the best it is badly worded and confusing. Surely if the user is thinking about exporting a PDF he/she should not be badgered about saving in OOo file formats? it's a different animal altogether. I think this dialogue does not need to appear at all at this point.
