SBA: "by the rules", a tab is nothing but a character with a "smart" width. So
all attributes applied to characters (i.e. underlined) will apply to spaces and
tabs as well. So my first answer is (using your words from the bugdoc) "bad
typing etiquette".

It is an endless discussion, how "smart" a word processor should be to "help"
(i.e. typewriter-stile use that leads more often than not to discussions
concerning "intuitive use"....
The main problem is that a typewriter only has "mechanical" features, and all of
them are very intuitive to the user. A word processor is that complex and - yes
- SMART, that it takes a while to understand and intuitively use the built-in
features.
  
Back to this case:
The use of tabs for a "paragraph indent fake" is "not cool" :-)
Paragraph indent with negative first line indent is the weapon of choice. You
can do so in format-paragraph - indent and spacing.
Also, the horizontal ruler can be used.
As always, it is best to set in a paragraph style. then the repeated use is only
one click away throughout the document. In my opinion, the use of styles is a
hurdle all serious word processor users must take. Or get a typewriter that is
always 100% intuitive but has "slightly limited" features  :-)

The problem with "yet another option" is that one has to "master" these (know
which one does what and which ones are currentlxy set to what) - or run into
trouble when the document layout DOES require leading tabs or spaces being
underlined.

Note that the "displaying/hiding spaces at the end of a line" is in discussion
in another issue and should not get mixed in here.

Summary: This is desigend behavior. Set to "invalid".
I do not support a feature request for another option.

But if it is "for the record", feel free to write such a feature request. Unless
you bring on a community developper willing and able to implement this, there
will be "bigger fish to catch" for the foreseeable future.
