I guess there's no lock deamon running. The abaility to disbale
SAL_ENABLE_FILE_LOCKING was made because often file server configurations are
broken (SAMBA, NFS).
NFS bits are not handled in ucb but file locking is done in SAL but idependent
from the underlying filesystem.
Yes, without locking multiple user might edit the same file.
