2007 -------
I was unable to repeat the problem for my system with a fresh install of XP
(SP2) and Open Office (version 2.1).  I followed these steps:

1. Open a new Writer document

2. Go to Tools-Options. In the options dialog box, go to Language
Settings-Languages.  Under Default languages for documents heading, I chose the
language Estonian (Since I don't have a spell-checker for the Icelandic 
language)

3. In the same options dialog box, go to Language Settings-Writing Aids.  Create
a new User-defined dictionary for the Estonian language with the name "Estonian"

4. Go to the document and type a new unique word.  Right-click and you will see
the dictionary Estonian.dic under "Add"

I might be able to reproduce your problem if you add more detail to your steps?
