I hate to admit it, but this is an issue in ResMgr code. The ill conceived
"fallback to first resource" mechanism (that is still used to get some error
messages from ofa or nowadays iso/ooo) instantiates one iso ResMgr per thread
that reads a resource here (like e.g. the system file picker service does).
The question is whether it will do to have one of these for all threads, since
this fallback can work with global resources only anyway. I'm still
investigating.
