This is certainly the wrong place to put user-data (where they most likely are deleted with the next upgrade). The path <user>\user\wordbook does not work. Previous discussion of the topic is no help to me. There has been a talk about a configuration file. What configuration file? I generally object against the brute force to have any user data on the installation drive. So please give us back a way to configure all the needed paths.
