I switched "Remove personal information on saving" in Options->Security on.
After that the automatic update of styles from linked templates did not work any
more.

It seems, that writer compares the meta:date of meta:template inside the odt
document (meta.xml) against the dc:date meta information of the linked template
to decide about updating the style sheets.

There seems to be no easy way out of it. Either:

- document the current behavior, that using this security option breaks
automatic style updates from templates
- or use file system time stamp in case the date meta data is not available
- or declare the date meta data as not being personal, so that it still gets
saved, even when using the security option.
