2007 -------
SBA: I have no problem in a current OOo 2.2. Release candidate build.

I did this:
 - Start Office (backing window only, no document open)
 - [via menu] ToolsOptions-Language settings-Languages
 - Select "English (UK)" as default for Western, OK
 -> A new Writer document has En_UK as language set.

When I open an old document, OF COURSE the languages of that one stays whatever
it was set.

I miss one point in the discussion above (thus, kindly asking if you are aware
of this):
The language is a character attribute that will not change from itself in an
already created document. Whatever changes are made in the offices' language
settings will affect new documents only. 
So no document with text set to En_US will ever get spell-checked by a En_UK
dictionary unless theis text attribute is changed by the user:

To re-set the language of an existing document:
(a) (Rough method) Open the document
 - Select-All
 - (via menu): format character, tab "font", listbox language -> set to En_UK, 
OK
-> done

(b) (smart method) change the default paragraph style of that document. 
All styles that are hierarchically underneath will then inherit it and NEWLY
written text in the document will have it, too.

Set to "Worksforme".
