Hi Simon,

You're correct in the point that 'fy' should be used instead of 'fri' (that
doesn't exist and 'fry' would be the correct ISO 639-2 alpha 3 code), which
follows the general rule to use the ISO 639-1 alpha 2 code if available, thus
the locale code is fy_NL instead. However, please note that this is about locale
data, not simply the availability of a language in a listbox. The reason for
Frisian not being selectable as a default language is that there is no locale
data available, which is provided with the attachment.
