Nice patch ! From a first glance, it looks like we should implement some 
helpers for converting CFString(s)
to rtl::OUString to avoid the limitation to ascii characters (needed at other 
places as well).

Also, the timestamp should only differ when the values read from the system 
have changed, otherwise the 
cache for this component of this OOo registry gets invalidated. This may be a 
minor issue for 
org.openoffice.Inet, but will have much higher impact on startup performance 
e.g. for 
org.openoffice.Office.Common.

JB's recommendation once was to generate a hash value from the real system 
values, which still safes the 
one by one conversion to rtl::OUString etc..
