When we insert a footnote, the insertion point and the actual footnote contain
hyperlinks to each other.

But when the footnote text is not there, its hyperlink to the insert point does
not work.

This can happen in two ways:
1. Soon after inserting the footnote, the user is taken to the bottom of the
page. Now he wants to jump back to have a good look at the text, so that he can
compose the footnote correctly.
2. If the user thinks that the footnote is all wrong, and wants to re-write it.
Typically, he would delete everything. Again, he cannot jump back to see the
main text. (It is interesting to note that if we insert some text in the
footnote, the hyperlink starts working again!)

Desired: Even when the footnote is empty, the hyperlink must work.
