jjmckenzie: The readme is in an XML file so that language and platform specific
stuff can be in the Readme. During compilation the readme is parsed and then a
HTML and txt version produced for each language. Only en-US and de languages go
into the source, all other languages come from somewhere else. 

I'm sure pavel will help to explain that bit. It has something to do with gsi 
files.
