Open the PDF files and set the zoom to something large enough to make the text go off-screen. Then press Ctrl+4 and notice that the "reflow-yes.pdf" will reflow, whereas the "reflow-no.pdf" will not. The only real difference between them is that the "-no" document contains one Hebrew character. I tried this with Acrobat Reader versions 6,7 and 8 with the same result.
