SBA: I share the view that "fun-words" would not a real problem. 
But in German, no-fun words with dashes are very common (other than in. i.e.
English).
I had another look at the "Neue Deutsche Rechtschreibung" (new german spelling
rules) and found several cases where dashes in words are even newly recommended
(to ease reading of "long" compound words). Here is a handful of meaningful,
every day words with required dashes:
Drucker-Zeugnis, Druck-Erzeugnis, deutsch-französisches Wörterbuch,
Lotto-Annahmestelle, Umsatzsteuer-Tabelle, Desktop-Publishing,
Mehrzweck-Küchenmaschine, Kfz-Papiere, Musik-CD, CO-haltig, SPD-intern,
Lungen-Tbc, US-amerikanisch, Oktober-Heft, 400-m-Lauf, geistig-kulturell,
Magen-Darm-Grippe, Mund-zu-Mund-Beatmung, Vertiebs-Joint-Venture, [...]

These are only some Examples from the "Duden" dictionary concerning the use of
dashes.
Thus, dashes in German words are "no fun" in general.

My impression is, that dashes at the end or beginnig (like "Arbeits-, Verkehrs-
und Erbrecht" or "Textilgroß- und -einzelhandel") are not occurring as often as
word with dashes in the middle.  Sorry, I have no statistics about this.

Summary:
 - The "easy way" makes it worse for "common German texts".
 - I favor the idea enhancing the API and implementation.
 - If this can't be fixed "on the fly", take your time and do it... for 2.3. 
I doubt that this is "rocket science".
