I'm not convinced that this is a duplicate bug.

This got marked as a dup of an issue describing that data validity checking
needed more features, or needed to be easier to use; neither of which affect
this issue.

In my case, when OOo opened the Excel spreadsheet, it did "see" the data
validity features that were present in the Excel spreadsheet, and did attempt to
convert them to OOo; when I opened the data validity dialog in OOo, there were
entries there. However, they were simply wrong.

So, to me, it seems that this current issue is simply a bug that needs fixing in
the Excel conversion, whereas the other issue describes a much more general
overhaul of the validity system.

As such, I believe this bug should not be marked duplicate.
