This affects at least Task and Slide panes in Impress, Pages pane in Draw (and probably others). Repro steps: 1. Start Impress, drag Slides pane (on the left) to the middle of the screen to undock. 2. Right-click and hold the white space between two slides - you will see context menu. Release right mouse button - context menu disappears.
