download.pm. I would prefer, simply to change the environment variable, not the
order, in which they are used. So the fix would be

for me the fix seems to be:
- remove SOLARROOT from OOo env (and settings.mk)
- check for SOLARROOT
- check for NSIS_PATH
- check in PATH
- use NSISSDK_SOURCE as overwrite mechanism

But if you guarantee, that NSIS_PATH before SOLARROOT is also okay, we can do
this of course, too.
