I want to insert quotation marks manually via <ALT>+<0132> and 
<ALT>+<0147> (German) or <ALT>+<0147> and <ALT>+<0148> (US American).

This is what I want:
„Test“
“Test”

This is what I get:
„Tes“t
“Tes”t

The cursor jumps to the left during the input of the last quotation mark and 
not back. The problem arose for the first time in OpenOffice 
Writer 2.0. In OpenOffice Writer 1.x, OpenOffice Calc, MS Notepad and MS 
WordPad there is no such problem. The combination <ALT>+<0146> is not concerned.
