This is not a bug but a feature. Or it's at least the side effect of a feature.

It is caused by the way how OOo treats paragraph attributes when two paragraphs
are united. If you do it "backwards" the paragraph gets the attributes from the
formerly second one (that's what you observed). I have issue 50135 that is used
to find the best way to treat united paragraphs.
