For an overview of the tags available in pdf: http://www.adobe.com/enterprise/accessibility/pdfs/acro7_pg_ue.pdf Another issue is the inavailability of an alt-text for images in Impress. alt-texts are essential for the accesibility and supported in Writer, but not in Impress. So alt-text should be available for drawings, too. And the alt-text should be exported to the pdf-version of the presentation. This might be another issue, but is also important for better pdf export. The last thing that comes to my mind is that the heading of each slide should/could be used for bookmarks. This is essential to the accessibility of a pdf document. With these enhancements the pdf export of OOo could be near to full accessible!?
