I can see two ways to solve this problem. As it seems like some part of
OpenOffice.org copies [C:\Program
Files\OpenOffice.org2\share\registry\data\org\openoffice\Office\Linguistic.xcu]
to [C:\Documents and Settings\<user name>\Application
Data\OpenOffice.org2\user\registry\data\org\openoffice\Office] every time
OpenOffice.org is started, the solutions could be one of the following:

1. OpenOffice.org should only copy the file if it doesn't exist in the target
path.

or

2. If a change is made in [C:\Documents and Settings\<user name>\Application
Data\OpenOffice.org2\user\registry\data\org\openoffice\Office\Linguistic.xcu],
the changed file should immediately be copied back to [C:\Program
Files\OpenOffice.org2\share\registry\data\org\openoffice\Office\]. If this
solution it the one we chose, then we also have to remember that, during an
OpenOffice.org update, [C:\Program
Files\OpenOffice.org2\share\registry\data\org\openoffice\Office\Linguistic.xcu]
should never be replaced. Only added if it doesn't exist.

At least this is what my experiments lead, but I can be wrong of course.
