I reproduced the example explained in the impressive Daniel Escasa article "The lazy user’s guide to OpenOffice.org Writer" at http://www.freesoftwaremagazine.com/articles/the_lazy_user_s_guide_to_openoffice_org_writer and I saved the results as a template. The result is the table of contents appears before the first page.
