I still don't get the difference you're trying to explain. With quotes, a single non-space character " is replaced by either «[nbsp] or [nbsp]». Here, the situation is similar: a single non-space character (:;?!) should be replaced by [nbsp]: or [nbsp]; or [nbsp]? or [nbsp]!.
