What I assume here is that we have the well-known (well, obviously not *well*-known) theming problem: Some attributes are simply ignored when OOo uses the desktop's theming. In Basic dialogs, if theming is ON, OOo lets the desktop draw the controls, including for instance the background. Thus, the control's own background property is ignored. Same for border/color and the like.
