SBA: to reproduce:
 - Newly installed Office (no import of data from older installation)
 - Start Writer, type a misspelled word
 - Open Context on misspelled word
 - open Context submenu Add... [But do not add to any dict!]
[now an empty "Standard.dic" is created
 - Close doc and Office
Restart Office
Tools-Options-Language settings-Languages
 - "Standard.dic" should be selcted and on top of the list of the dictionaries
 - Clisck "Edit"
-> Office freezes and must be killed

SBA->TL: As discussed, I saw this in CWS tl32 but I do believe you when you say
that this should be happening in Master as well. I could reproduce it only on
Windows in your CWS so far.
However, since tl32 affects the linguistic, It is feasible to ensure a sooth
behavior while testing around the linguistic. Thus I would favor to have this
fixed in CWS tl32 as well.
