As a prerequisite, on SRC680m209 unxsoli4.pro, I cleaned up (rewrote) sal/rtl/source/bootstrap.cxx:1.38 and made sal/qa/rtl/bootstrap dmake test succeed. The relevant changes are attached as bootstrap.cxx and sal.patch.
