In case you have a view with a Web layout *every* other view to the same document will have a different layout (as the window width influences the Web layout!) and this is what Writer can't handle. So as Writer can't open a second view to a document when it already has a Web layout view to it, we currently reopen the document completely a second time. As the document is already locked (by Writer itself) the file will be opened read only. We have a mid-range plan to remove this deficiency because it also prevents us from implementing the fancy "Outline" and "Normal" views. We think that the user won't accept to have only one kind of view at a time and that switching between them can take a long time. (see http://wiki.services.openoffice.org/wiki/Writer_Views) Perhaps we should completely disable "Window-New Window" if Writer is in Web layout.
