2007 -------
(I know that two problems per issue is not good, but repro steps are identical)
1. Open attached file, select range A1:Q1000, Ctrl-C to copy.
2. File - New - Database - Finish - Save.
3. Click "Tables" - Edit - Paste.
4. Click "Create PK" - Create.
5. Close Base with closer (x), Saving (or not saving - does not matter) the 
document.
6. Navigate to the .odb and try deleting it - Windows complains (problem #1).
7. Close Calc, right-click Quickstarter icon, Exit Quickstarter.
8. Bring up Task Manager (Ctrl-Shift-Esc), Processes tab - soffice.bin, 
soffice.exe are in the list (should not be there - Problem#2).

Issues 74818 and 21747 seem to be related.
