The defect is systematic. I tried on multiple PCs from my company (all with a very similar software environment). I tried with Sun JRE 1.4.2_08, some 1.5 and 1.6.0_01, all 32-bit running on a 32-bit PC. I can otherwise run Java applications on the same PC. I cannot get OOo to remember a JVM, whether I add them one by one or two at a time. Also, I seem to remember OOo 2.1 installed on this computer had a JVM bundled, but still did not remember the Java setting. I tried uninstalling and re-installing OOo, then the JVM, to no avail.
