This is particularly appropriate for elaborate tables of contents. When OpenOffice creates a TOC, it would be highly desirable to set the default view to collapsed. Since one can argue that this is a matter of taste, I suppose it should be a user configurable option (either globally or per TOC). Personally I would be happy if the default were simply changed, but I'm not going to suggest imposing my taste upon the universe. It is interesting to note that the Apple Preview (pdf reader application) application does default to collapsed.
