You didn't read what I wrote.

To handle your case you lets the user define two "keyboards" with the same
physical layout but one associated with the EN_US language and the other with
German.
So when the switch happens you change the langage mode but not the physical
layout itself (and yes that means you have to press the switch key just to to
inform the app you changed language even if you don't need the physical langage
switch)

That's how it works under windows now. That's the only sane way to have it work
accross apps (please do not even consider an OO.o-specific switcher)

Under UNIX/Linux you probably need to talk with the xorg guys to add a langage
info in addition to layout info in xkb, or ask svu to have the GNOME keyboard
switcher emit a d-bus langage notification
