Maybe it is better to resynchronize to the nearest milestone first. You can find mingw-runtime-3.11.tar.gz at sourceforge. http://sf.net/project/showfiles.php?group_id=2435 I think pure mingw tools may be preferable but it has pros and cons to using cygwin compiler.
