If you increase the height of a horizontal line, you expect, that you get a
thicker line. That works so in draw, impress, writer and calc. But when you do
it in the report design, the line stays thin and only the control gets wider.
I know, that this is similar to the element in Basic dialogs, but a "normal"
user don't know that Basic dialogs, but only the drawing line and will be 
confused.
Therefore change this element in the way, that you can set the thickness of that
line instead of setting the control area.
Another solution would be to drop this element and generate a custom shape 
"line".
