If the control is not completely above the new section then the height of the current section has to be adjusted." But you cannot drag and drop a control from one section to another. If you try it, it will not work or (especially with the last section) you will drop a copy of the control and the UI turns into an unstable state. In such unstable state, the document will move if you hover the scrollbars with the mouse.
