I exported the document to PDF, but when you open the PDF file - toc_example.pdf - which I attached, you see that there is some empty space in the dotted lines. This is possibly similar to a two years old issue which has been solved already - http://www.openoffice.org/issues/show_bug.cgi?id=32301 - but that bug report talks about using some options for exporting to PDF which are not available in 2.2.0, so I filed a new bug. I also have a screenshot showing the PDF document - toc_pdf.png - which I attached.
