I understand very well why you would want a document that can be used in forms mode. However the document itself was display as read only. In my language that means you cannot edit. No matter how desirable the form filling option. What should be happening is that a document can be set to a form filling mode. In which case only those places you want to edit are available. But when its read only it makes no sense since I can't save the form I've filled in. Thus the user gets feedback that all is OK they fill it in then get confused when they can't save it. Read only IS read only.
