Yes, Ctrl-Plus and Crtl-Minus are useful to add / delete rows and columns. Let's
take those both shortcuts. 
I suggest, if a row- or column-header is selected, Ctrl-Plus and Ctrl-Minus add
or remove the row or column. 
And if one cell is selected, Ctrl-Plus opens the dialog 'Insert Cells', and
Ctrl-Minus opens the dialog 'Delete Cells'.
