Changing this issue to only fix the part in the java framework.
The java framework knows a new bootstrap parameter (UNO_JAVA_JFW_INSTALL_DATA)
that can be set to prevent that a user installation is created in the root
directory. Please see the documentation in jvmfwk/inc/jvmfwk/framework.h
