Using FileMon utility (http://www.microsoft.com/technet/sysinternals/FileAndDisk/Filemon.mspx) I discovered that temp file gets deleted by 3rd party product (7Zip, TotalCommander, etc). I will attach two logs - office21.txt is for OpenOffice2.1 opening the file, office22.txt is for OpenOffice2.2 trying to open the file. Monitoring was filtered to just temp folder.
